J.D. Abrams, L.P. (Abrams) and Kiewit Infrastructure South Co. (Kiewit) have formed Abrams – Kiewit Joint Venture. Abrams –Kiewit Joint Venture (A-KJV) has been selected as one of the four (4) teams vying for the Loop 375 Border Highway West Extension Project in El Paso County by the Texas Department of Transportation (TxDOT).
The Project includes the design and construction of Loop 375 Border Highway from Racetrack Drive near Doniphan Road and New Mexico State Route 273, west of downtown El Paso, to approximately one mile east of Park Street. TxDOT’s current construction estimate for the project is approximately $550 million. It is anticipated that, should the project be awarded, the Notice to Proceed (NTP) will be issued in approximately September of 2014, with construction beginning in the first quarter of 2015. We are requesting the return of this Request for Interest by March 24, 2014.
A-KJV is seeking price quotations from subcontractors and material suppliers who are interested in participating in the construction phase of the Project. Specific information, including schematics, can be found at the following TxDOT website: http://www.txdot.gov/business/partnerships/current-cda/border-highway-west/bhw-rfp.html. While this is not the specific A-KJV design documents, this does represent TxDOT’s starting point for our design.
Major subcontracting opportunities include: Clearing, Trucking, Drainage, Flexible Base, Asphalt Paving, Drill Shafts, Structures (Bridge) Work, Drainage, Retaining Walls, Seeding, Planting, Erosion Control, Guardrail, Fencing, Flat Work, Railroad Construction, Pavement Marking, Curb, Sidewalk, Driveways, and Concrete Traffic Barrier.
Major material needs include: Asphalt, ready-mix & dump truck concrete, borrow/embankment, flexible base, concrete aggregates, cement & admixtures, concrete pipe & box, inlets & manholes, reinforcing steel, TX type prestressed concrete beams, structural steel, girders, MSE retaining wall panels, coping and backfill, bridge deck panels, and concrete drilled shafts.
As part of the design-build process, A-KJV will solicit and will give consideration to quotes for the items listed above. This list is typical for a roadway section within the corridor, and is not meant to be inclusive of all items to be built.
Since this project is a Design-Build project, the available information to bid this project is not what each of us normally expects to receive. A-KJV has spent the last months with our designers, KBR developing a strategy and scope of work to design and construct this project. We have developed bid packages based on the preliminary design furnished by TxDOT for the various items of work, which we seek quotes from your firm.
These bid packages differ from those you historically obtain from TxDOT in order to price their work. We have assembled a combination of tables that indicate individual quantities for each item of work. This work is to be performed in accordance with the TxDOT’s current 2004 specification book and applicable standards.
